Show Ashley requesfs say on wafer connections With an incorporation petition filed with the county, the Ashley Water Company requested Vernal City last week that they be allowed to review all water connections in the Ashley Ward area. Dan Coney, representing the Ashley Water Company, said that the reason for the request was so their water board could have more control over the type of developments in the Ashley area. Coney said he didn't know if it was legal for the Ashley Company to approve ap-prove or disapprove water connections, but he said he was seeking a legal opinion on the matter. He said that he had a legal opinion that the water company was legitimate. Mayor Samuel Snyder told Coney that it is the city's intent that the people in Ashley be able to govern themselves, as stipulated in the Separation' Agreement which will divide the water system between the city and Ashley Valley Water and Sewer Improvement District. The council asked Coney about the intention of Ashley to incorporate. Coney said he wasn't at a meeting last Sunday, but Wayne Swett, who at tended, told the council that nearly a third of the residents of Ashley have signed a petition for an election to incorporate in-corporate the Ashley area. Swett said that the people in Ashley are concerned with the number of trailer parks and mobile home parks being approved in their area. He said that most people felt that current zoning laws weren't being enforced. Councilman Greg Hawkins suggested that the city attorney be asked for an opinion on whether the Ashley Water Company could review water connections con-nections prior to the city council's approval or denial. Two other unincorporated areas have also filed for incorporation: Maeser and Naples. All three incorporations carve into Vernal City's declared growth area. In other business the council approved ap-proved a water connection for Tri Tek, 1156 N. 1500 E. and denied a connection for Bruce Hadley. Kenneth Bassett, city manager, told the council that Tri Tek built a single family dwelling with the assurance from the Ashley Valley Water and Sewer District that they would have water. After construction of the house was near completion, the company learned that to receive water they would have to purchase a connection from the city and not the district. Despite the city's moritorium on water connections, the council approved ap-proved a connection for Tri Tek. After some discussion, the council recommended that to prevent problems with the Ashley Valley District that no connections along the fringes of the city limits be allowed without a petition for annexation, thus denying a water connection request from Bruce Hadley, 800 S. 2200 Wrest. Later in the meeting the council established a Parks and Recreation Advisory Committee with a parks and recreations director who will be paid by the city. The council also approved the sale of Special Improvement Bonds at 12.85 percent for the Main Street Improvement Im-provement District. The council also discussed selling bonds for $1.4 million to build sewer lines, but no action was taken. |
