Show viiyi umn, liov. 13, ijjo Health Department Official Announces New Water Pollution Policies; and Restrictions iranK Jackson, sanitarian, I'tah State Department of Health, announces that official policies and regulations of the Utah Water Polutiort Control Board have been released, and urges reryone to study them, particularly particu-larly those charged with the responsibility re-sponsibility of controlling waters in Utah. In the discharge of its duties under the Water Polution Control Act, Mr. Jackson points out, it will be t he policy of the board to exhibit always an attitude of cooperation toward those falling i nder the authority of the act, and also to proceed as rapidly as possible toward accomplishment accomplish-ment of its objectives of clean waters for the state. It is the policy of the board that pollution presently entering enter-ing the waters of the state shall be decreased and that new sources of pollution shall not be permitted, except under conditions condi-tions specifically authorized by the board, and that persons, corporations, cor-porations, or municipalities contemplating con-templating construction of facilities faci-lities which will add to existing exist-ing pollution or create new sources of pollution have the responsibility of making known ' all details of their proposed con-1 struction to the executive secre-1 tary of the board at the earliest ' possible date following their decision de-cision to proceed with specific plans for such work. Recognizing the need for standards stand-ards relating to waters of the state and to treatment plants discharging affluents into such waters, and recognizing further the desirability of avoiding j standards of design which may prove too arbitrary, the board tentatively authorizes the executive execu-tive secretary to use the Utah State Department of Health "Tentative "Ten-tative Standards for Sewage Works, September, 1951," as a basis for determining sufficiency of design for sewage disposal systems, with the understanding that anyone desiring to depart from these standards for a particular partic-ular design must defend his views before the board. No person, corporation or municipality mu-nicipality may award contracts tot construction of waste disposal systems or parts of such systems sys-tems until they have first obtained ob-tained from the Water Pollution Control Board a construction permit, per-mit, except that no permit is required re-quired for extensions of municipal munici-pal sewers where cost of such work does not exceed the statutory statu-tory limits for force-account projects pro-jects (Srt.IXM) for cities of the first class and $2,000 for all other cities cit-ies and towns. The executive secretary of the board shall have authority to issue is-sue permits called for under section sec-tion 5 (1 of the Water Pollution Pollu-tion Control Act when ho has determined that plans and specifications spe-cifications for waste disposal installations coming under the authority of the act conform to the design standards adopted by 1:k board. All reports, plans and specifications covering such waste disposal systems shall be submitted to the executive secretary sec-retary at least 30 days prior to the date on which approval is desired. The executive secretary shall make periodic inspections during the construction phase of each waste disposal project and shall I cep a brief record of construction construc-tion progress. At the conclusion f,f the construction phase, he shall make a final inspection to determine whether the project has been completed in accordance accord-ance with approved plans, whereupon where-upon he shall either issue an operation op-eration permit, or make recommendations recom-mendations for such changes in construction as are necessary. The executive secretary is authorized au-thorized to act for the board in investigating all water pollution pollu-tion problems brought to his attention, at-tention, except that he may not perform these functions reserved exclusively to the board as outlined out-lined In section 3 of the act. He shall take immediate steps in each case to secure all pertinent information through field inves tigations, laboratory tests, and j other ineans indicated, and shall I report his findings to the per-on per-on responsible for the pollution problems, with a recommenda-'tion recommenda-'tion indicating any reasonable 'solution of the problem which will avoid a violation of the law. The executive secretary shall report re-port briefly on such actions t(. the board. |
