His reappointment reap-pointment came following expiration expira-tion of his previous term at the end of December. 1 ; Carr has served on the board since Jan. 1, 1968. He has served as chairman most recently, and while in that capacity, has only been allowed to vote as a tie-breaker. i I I City Council members expressed some concern that he has not been i allowed to vote regularly on the board, and District General Manager Dal Wayment told the I council that he will delete the re striction from the district's bylaws, in as much as there is no state statute preventing the chairman from voting. I ' ... ' - Councilman Mike Barton made a motion that Carr be reappointed and recommended to the board that the chairman be given the right to vote. Councilman Ken Brown seconded the motion and it passed unanimously. i |
