Water, sewer and storm drain services as the area is developed. Existing Ex-isting water, sewer and storm drain facilities are adequate to provide services ser-vices to the annexed territory, ter-ritory, subject to extension exten-sion of and connection with city lines and systems. b. Street lighting will be installed ordinarily . -within one year following annexation, in-developed areas. 7. All services above described, as well as any additional that are determined deter-mined to be necessary and in the public interest, will be financed through an appropriate combination combina-tion of taxes, fees for services, ser-vices, user fees, special assessments. 8. It is not anticipated that the annexation will cause any adverse tax consequences to residents in the city or in the area annexed. There may be a reduction in special service ser-vice charges imposed by the Ashley Valley Water and Sewer District as they do not provide service ser-vice in Vernal City. It is further anticipated that as the newly annexed territory ter-ritory property and sales taxes are received by the city, the city will increase the total level of services within the total community. communi-ty. Additionally, persons in the newly annexed territory ter-ritory may ' experience reductions in their annual property tax mill levy. It is anticipated that the interests of other local taxing entities concerned with the annexation will not be adversely affected.
