Show GOVERNORS END j GREIIiETIi Hear Addresses and May Convene Next Year in Salt Lake City. AXXAPOMS, Md., Dec. IS. War gov- I ernors of iho states, before adjourning their annual conference tonight, inspected inspect-ed the new :uperdreadnought Mississippi, anchored in Chesapeake bay. They made the trip to the big craft as guests of ' Secretary Daniels on the presidential I yacht Mayflower. Karlier in the day the governors heard addresses by Mr. Dan-' icis and Secretary Dane, who praised President Wilson for going to Kurope. At the suggestion of Governor Milhken of Maine the executives agreed tu discuss dis-cuss with their respective congressional delegations the question of reimbursement reimburse-ment by the federal government of col-I col-I leges and universities which suffered heavy loss by discontinuance of student army training courses. Many of the governors expressed disappointment that social affairs on the program had prevented pre-vented adequate discussion during the conference of practical matters of state legislation and administration. Defends Wilson's Trip. Commenting on President Wilson's I trip, Secretary Dane said: "I have seen criticism of the president, , and so have you, for going across the water at this time. Tho spirit which a nima t es hint in going is the spirit of this new day. Jt is the spirit of giving your hand to your neighbor. It is the spirit that would make this war the end of wars. "The man who stands ns the representative repre-sentative of the foremost democracy of the world goes to Kurope not that he may march down the Champs Klysees, not that he may receive the plaudits of the French multitudes, but he goes to Kurope as the champion of American ideals because he wants to see that, out of this war comes something worth while. He would have been derelict, he would have been false to his own conscience and false to our ideas of him if he had not stood in Paris in person as the champion cham-pion of tint principle which we Jove and thoue institutions which we hope to see spread around the world. Healer of Nations. "To me Woodrow Wilson in Paris represents rep-resents not the ambitions of Napoleon striving to master the world by force, but the greater Pasteur, the healer of the nation, who comes to bring peace, happiness and to secure gratitude from those whose lives and homes he makes secure." Alaska will be the meeting place for another conference of the governors next summer, providing one-half of them can attend, and Governor Thomas Riggs, Jr., today obtained the promise from Secretary Secre-tary Daniels to provido a ship for the trip. Selection of the meeting place for the next annual conference was left to a committee, which- is to choose either ; Alaska or Utah. I When the governors were Inspecting : the Mississippi, many of the J 426 men : aboard recognized their home executive j and there followed many informal receptions recep-tions between the ship's decks. Delay in Demobilization. At least a year, possibly two years, will be required before the nation can return to normal peace conditions, and "we will be fortunate if conditions abroad make demobilization possible at so earlv a date." said Secretary Daniels here tori a v, i addressing the conference of slate gov-i gov-i crnors. The navy, said the secretary, must be increased and strengthened to enable the United States to contribute as many units as any other nation to an international interna-tional police force, but be added: "I look to see the peace conference put an end to competitive big navy building." Secretary Dane, also addressing the conference, urged governors to do everything every-thing in their power to keep state branches of tho council of national defense de-fense from disintegrating. The cabinet members' addresses followed a discussion by the governors on future policies for the state national guard organizations. Wide differences of opinion developed, some governors advocating return to the old national guard system, some advocating advocat-ing universal military training by the federal government, and others urging that the time is not ripe for determining future Internal military policies. |
