Show SEE ONLY FAILURE OF IMF WORK Germany Serves Notice That British Action Precludes All Shipments. WASHINGTON, Aug. 1. The British foreign office Indicated Indi-cated in a communication several days ago that it had said its last word on the subject in agreeing to permit shipments ship-ments on condition that no native food would be taken by the Teutonic armies occupying Polish territory. There still is a slender- possibility, that the personal appeal sent by President Wilson Wil-son to rulers of the belligerent countries may result in some conclusion on the one side or the other. So far no replies to this appeal have been receive! and there has been no indication that it has made an appreciable impression in any European capital. Officials are particularly pessimistic over tlie future of relief work in the 'var zones because of intimations reaching Washington that harsh rules imposed on Poland soon may be applied also to Belgium.
