Show tfJest Bountiful Floras The Flood By ALICE MITCHELL The decision was made Wednesday night at a special West Bountiful City Council to proceed with plans to alleviate flooding problems on Mill Creek by: 1. BEGINNING east of the U P. Railroad Track (east of 8th West, by the old bank building) to install a 4K" corrugated aluminum pipe and proceed under the railroad track; 2. To continue across 8th West; To start agin at the beginning of the D&RG right-of-way and go across the right-of-way, continuing past the houses; 4. TO ENLARGE the culvert cul-vert on 11th West; 5. To enlarge the culverts by the homes and driveways on north side of 5th South; 6. To utilize funds from the four-comers four-comers grant and the money on hand, 7. To continue extending the 48" pipe in future years, as funds become available. JACK CALL, and Tom Ma bey of Environmental Scientists, will assist in making the plans. A meeting will be held Friday afternoon, (today) with Mavor Widdison, Councilman Eli Mitchell, and the engit eers. Mr. Call will also investigate inves-tigate the possibilities of installing in-stalling a desiltingbasin south of the Phillips' Station on 5th South. SUCH A project would involve in-volve Phillips Petroleum and the state depart ment of tra asportation. It would assist in removing rocks and silt before they are allowed to clog the pipes further on down. The decision to begin work on the flooding problem solution solu-tion came at the conclusion of a discussion with Mayor Arch Widdison. Council members Eli Mitchell. Harriet Stephens, Vem Belcher along with Phillips Petroleum officials. of-ficials. Henry Lee. Frank L. Barking and Charlie C. Bingham; Mayor LeRoy Parkin and Councilman Larry Landward of Woods Cross; Dell C. Gilbert and Norman W. Kettner, Union Pacific Railroad; Jerry Pearson D&RG; Keith Stahle. attorney; attor-ney; Grant Talbot, engineer; and David Wilding, Bountiful engineer; and John Call, Environmental En-vironmental Science. MAYOR WIDDISON began the meeting asking how much money from the $;i00,0i)0 grant is available for use in West Bountiful. Jack Call replied $-17,0110 or 20 percent of the cah after engineering fees have been paid. Councilman Vern Belcher aked what had been the basis of the decision and was informed in-formed by Engineer David Wilding that il was on the basis of a discussion with Ken Hamilton, of the Four Corners Council They recognize recog-nize that West Bountiful is in dire need of assistance. MAYOR LeROY Parkin said he though West Bountiful deserves more because the most flooding is in West Bountiful. Councilman Eli Mitchell repealed that West Bountiful would like to take its share and work independently Mr Wilding stressed the fact that the grant had been given to Bountiful. All labor has to go through Bountiful. It must administer the grant. MARV CEROGE will be construction superintendent. He will schedule work and procure materials. Mayor Parkin questioned paying administrative costs and also paying Mr. George separately. Council man Belcher was informed that Mr. George had been chosen, because he was among the citizens who were unemployed. MAYOR WIDDISON asked the officials of the railroads if they would furnish and install the pipe under the tracks. U P. Railroad wishes to be cooperative and will make commitments after all plans are drawn up and formal requests have been made to them. Mr. Pearson, of D&RG also said he could make no committments, but he was sure that his company would cooperate. MR. WIDDISON stressed that the city needs permission to use the right-of-ways under the railroad tracks. Mr. Wilding asked if it were the intention of West Bountiful Boun-tiful to concentrate on Mill Creek. He was told that Mill Creek is most important now. Bountiful will work on flooding flood-ing in all areas in their city. MR. WILDING indicated that the labor crews will be hired next week. These crews will be available to assist in West Bountiful on any flooding flood-ing pntblems To Councilman Mitchell's repeated desire to use the $-17, (MM) independently. Mr. Call slated that Mr. George can do the accounting, so that Wi-st Bountiful can be sure of receiving "its share." AFTER FRIDAY'S meeting, meet-ing, copies of the planned mipruvements will be sent to Phillips Petroleum, the railroads, the engineers, etc.. so that thev may carry through on their parts o( the proposals. Those who desire to erect booths ill p,tv a $10 concession fee. IT WAS decided since the 4th of July falls on Sunday, the parade will be held on Saturday morning. July 3 The pageant will be field Fndav and Saturday nights. During the flooding discussion discus-sion it was indicated that the A-l Canal west of llth west is ' under the management of the Weber Basin Conservancy District Councilman Mitchell will talk with Wayne Wmegar with regards to the possibilities possibili-ties of dumping water into the A I Canal. MAYOR WIDDISON talked of the proposed new county dog ordinance. It will include the raising of d"g license fees and the raising of fees when a dog is impounded This will assist in the maintenance of the animal control program The ordinance or-dinance will be discussed at the April 6 city count il mrl-ing mrl-ing WEST BOl VTIH L residents resi-dents and others involved are reminded of the special puhlic hearing to be held Tuesday.
