City Engineer Jack Balling asked the council coun-cil if they wanted to change the policy. Recently there has been a rash of complaints from residents in North Point Cove, requesting that sand be cleared from the streets in that area which has not yet been accepted by the city. Mr. Balling said the city continues to say that no services ser-vices are available until the bond is paid, but that Mayor Barlow has checked out complaints three times in the last four days. The council voted approval to maintain the present ordinance where only snowplowing services are provided to unaccepted subdivisions. COUNCILWOMAN South-wick South-wick said, "I think it's a good policy and we should stand firm." The council agreed to write a letter explaining the city policy, which would be sent to residents when the occupancy oc-cupancy permit is issued. Mr. Balling also asked the council whether city building inspectors should assume the inspection of older multiple housing units so that lending institutions can meet lending requirements. MR. BALLING said he had been approached by United Savings and Loan officials who said the inspection was required by Housing and Ur ban Development (HUD). The agency specifies that the inspection in-spection be made by local government officials. Mr. Balling said if the city agrees to inspect, officials should be paid for the cost since it will increase the work load. The attorney will also need to prepare certification. The council was not sure of its responsibility in the matter mat-ter and asked Mr. Balling to check further with HUD officials of-ficials and report back. BASED ON a complaint from a citizen, the council said they will check further on a left hand turn signal which has been approved for the corner of 1800 South and Orchard Drive. Mr. Balling said the power company was authorized to design electrical elec-trical switching and controls and install the light over a year ago. He will encourage them to move faster in the matter, he said. The council authorized two trips for city officials allowing allow-ing Barry Hutchings, power commissioner, to attend an American Public Power Association As-sociation meeting in Atlanta, Ga., and Mr. Petersen to attend at-tend a conference designed to help in applying for economic development grants to be held in Washington, D.C. MAYOR BARLOW said that the discussion of the geother-mal geother-mal agreement negotiations must be postponed until after the power commission meets. He said he will have the matter mat-ter placed on the agenda for the next city council, but will not promise that it will be discussed at that time. |
