Show Bountiful Police Chief Named To State Helm By GARY R. BLODGETT BOUNTIFUL Bountiful Police Chief Larry D. Higgins has been appointed president of the Utah Police Chiefs Association for 1982. CHIEF HIGGINS took the reigns as head of the statewide association at a recent meeting of police chiefs held in St. George. He was elected vice president and president-elect at the annual convention in 1981. "This is a working position, not one of just prestige," commented com-mented Chief Higgins. "And we, as an association, have a big job ahead this year." HE SAID the police chiefs' association will work with the state legislature to promote law enforcement. Heading this delegation will be Wayne She-pard, She-pard, security officer at the U. of U. Chief Higgins will also serve on a committee of International Internation-al Police Chiefs comprised of police chiefs from small and medium-sized cities. "THIS C OMMITTEE will deal with law enforcement matters pertinent to smaller cities," he said. "We have similar problems and can do a lot to help each other." Chief Higgins will also serve on a committee of POST Utah's Peace Officers Standard Stan-dard and Training School. This committee will maintain and improve the training, standards, stan-dards, policies and procedures of all Utah's law enforcement officers. HE WAS appointed Bountiful Bounti-ful police chief in April 1978, succeeding Dean O. Anderson. Ander-son. He previously served as chief deputy sheriff of Caribou County (Idaho) in Soda Springs for two years and was chief of police at Petaluma, Calif, for 8 'A years. A veteran of law enforcement enforce-ment since I960, Chief Higgins is a graduate of the 86th session ses-sion of the National Federal Bureau of Investigation (FBI) Academy. He completed a three-day FBI refresher course last weekend. "IT'S AN honor to serve as leader of the Utah police chiefs," he said, "But it's also a big responsibility to uphold the high standards and achievements that the association associa-tion has built up over the past several years."
