Work was stopped in late September but resumed a few days later when the 'question arose of w hether or not a building permit is needed for he (state-owned) buildings. Bountiful RPA Director Randy S.tnt said he was informed by the Slate Division of Construction Facilities and Management 'that a construction permit was not needed. "Hut 1 should have lConeed this information to Centerv ille officials earlier. 1 apologize apolo-gize for not doing this," said Mr. Sant. f CENTERVILLE MAYOR Neil Blackburn said he has been ery concerned about the lack of communication between the (Bountiful) RDA and city officials. "1 realize these matters can be quickK resolv ed, but w e should hav e been appraised of w hat was .happening," he said. In that case, it would not be necessary for UDOT to have a building J permit to construct on state-owned property. "BIT IT WAS a mistake on my part not to have extended the courtesy of telling Centerville officials of L'DOT's status." said Mr. Sant. "Centerville is not requiring any more of us than they would of any other developer and they certainly were fair by allowing the project to procede." 't Centerville officials said they now understand the building permit issue but still want the curb, gutter and water line c.x- 1 'tended along the entire 1 .000-foot frontage of the site, 1 100 North !i:50 West I c": MAYOR BLACKBLRN noted that the city would not benefit from the UDOT mov e to Centerv ille because the project w ill not generate any taxes or new jobs for local residents. "It's more of a liability than anything else because the only thing it w ill generate ji more traffic into the area." cited May or Hlackburn. j Once negotiations are completed on the UDOT move, construction con-struction is expected to move ahead in early spring for a commercial commer-cial development on the site of the existing UDOT property just fast of Interstate Highway 15 and south of 500 South in Bountiful. II MEANWHILE, THE first RDA project in Bountiful is under construction at 400 North Main and property has been cleared for future development at 300 North Main. A multi-million dollar jevitalization of downtown Bountiful is also proposed as a Redevelopment Rede-velopment Project and construction could begin as early as next 'Vyearon this proposal. |
