Tracy, city cn&ineer. submitted sub-mitted to the board of commissioners this morning, a complete review of the , improvements and other work supervised super-vised by his department during the year just ending. The report Is prepared in booklet form and shows accurate account of every expenditure, every receipt and every detail o the material progress I of the citv. It is one of the complete I reports ever issued by the department. I The following is quoted from the re- I In reviewing the work accomplished by the department during the year 1917, it can be fairly stated that substantial sub-stantial progress has been made along j all lines under the control of the de partment. As in the past year, the aim has been to produce the best work at the least possible expense. In the I amount of public improvements com- pleted it can be said that we have ex- 1 ceeded any other year in the history of the city In this particular line of work both as to quantity and cost. Perhaps the most important work done by the department has been the completion of tho preliminary surveys and maps for Sewer District No. 134. I This work has been in progress for the past year and a half and has taken con siderable time, study and thought in order that the work might be brought to its present statuts. These plans, reports, re-ports, investigations, etc., are now complete and are on file in the office j of the city engineer. Since October 31, 1917, no further work has been done upon this particular sewer district. dis-trict. For a detailed report of the work done, etc., reference Is herewith I made to my report to the board of commissioners of October 31, 1917. Suffice to say that Shen the time comes for this sewer to be built, plans are in such shape that very little work need be done before the work of construction con-struction could begin. All agree that our city is behind .1 in the paving of its streets and ave- 3 j nues, having a lower percentage of . paved streets than any city Its size in j 1 the western states. The "workmanship I and quality of the paying -work is self- ! evident and substantial progress has I been made on all of our street im- j provementa, especially so is this the ll 1 case in the matter of street drainage, Jj ; culverts, etc. i Waterworks and Water Supply. No construction work has been at- tempted during the past year In devel- 1 oping an additional -water supply for U ; Ogden city. During the year tho city i . has relinquished, her filing No. 4913 1 1 , -which -was a power filing and was pro- ' jfi I posed to divert the water at or near i 1 the proposed Cobble creek dam site , and return same above the headgate i i the Huntsville Irrigation canal at j the mouth of the South Fork canyon. ;l , As the city had previously abandoned i i the filing of Cobble creek dam site, j this filing No. 4913 became of no use 1 1 j and hence was abandoned. The status 1 of all filings for domestic and munici- M pal and power purposes held by the 1 ij city on the South Fork of Ogden river l a arc -as follows: m Power Filing No. 4944. Tho 9 Jll Clty rC(lUirCti t0 CmmenCe work upon said filing until after the i state engineer has approved same and set a date for the completion of the diversion work. Point of diversion is at Skullcrack on the right hand fork of South Fork. Point of return will bo Into the supply mains of tho city and hence to the distributing system within the city. This filing, as stated above, can be used in conjunction with power filing No. 4944, both of which should be kept alive by Ogden city as the city can develop both power and at the same time use the water for domestic do-mestic and municipal purposes. I deem it very important that Ogden city protect the two filings listed above in every respect and that all work possible to do within tho limits of the funds available be done upon these filings as it is the only logical source for tho future water supply for Ogden city. If tho city's' rights arc allowed al-lowed to lapse here private parties will surely step in and absorb tho natural nat-ural facilities afforded by such location. loca-tion. Water Mains. In paving districts, during the past year, all owners of property who had made no provision for the extension of water service pipes and who failed to do so after being notified by this department de-partment to have water connections made, the engineering department has gone ahead and had said connections placed and asssessed the cost against the abutting property. This method I should bo continued in the future, thus I preventing as far as possible the cut-I cut-I ting up of the pavement after the same has been laid. It was found necessary during the past year, previous to placing pavement pave-ment on Twenty-eighth street, to replace re-place 1457 feet of six inch Matheson Joint pipe which was In bad condition. This was the first large batch of water mains that it has been found necessary neces-sary to replace since the original system sys-tem was put In. Complete examination of water mains on those streets about to be paved should bo made in the future fu-ture and if the pipe is not In first class shape It should be replaced with new pipe before paving the street. |
