North to South, PETROGRAD, Wednesday, Feb. 20. Tho decision of the Soldiers' and Workmen's delegates to accept the German peace terms was reached by a majority of onely one vote, after a heated debate lasting throughout Monday night. Premier Lenine, Foreign Minister Trotzky, Ensign Krylenko, commander-in-chief, and many other lead-; lead-; crs addressed the council. Military men explained tho impossibility of offering of-fering effective resistance but no decision de-cision was reached until messages had been received showing that the Germans Ger-mans had captured Dvinsk with ease and were advancing all along tho front This news reached the council early Tuesday morning and ' influenced the delegates to decide for peace. Before the capture of Dvinsk Premier Lenine said he was opposed to peace but finally urged that peace be obtained at any price In order to insure the reconstruction recon-struction of Russia. Pie said the Germans Ger-mans were advancing on a solid front from the north to the south. The announcement ot Russia's decision deci-sion to accept the German terms was sent by wireless yesterday morning. At first the German wireless station showed a disposition to refuse to take the messago but finallv acknowledged it. Bolshevikl Leaders in Conference. Bolshevlki leaders held repeated conferencs throughout Tuesday and later in the afternoon received .the German reply refusing to accept the wireless message as -official and requesting re-questing lhat a delegation be sent to Dvinsk to confer with regard to peace. Tho Russian press is divided as lo the wisdom of the council's action. Tho Pravda says the Soldiers'"and Work-1 men's delegates have again shown willingness to make peace and carry out their pledges and that whether Germany accepts the offer or not, the Bolshevlki have won a moral victory. The Nova Jizn says the Bolshevlki have brought the affair to an ignominious ignom-inious end and have proved themselves to be adventurers who are willing to keep themselves in power at any price. Bolshevik leaders declare that If the German advance continues they will defend Petrograd with the Red Guard and harass the German advance by guerilla warfare. No plans had been made for evacuation of the city. The Bolshevik say this Is a new war, not the old war, and that they will present a united front against the Germans. They believe tho proletariat prole-tariat of Russia will be able to continue con-tinue the struggle. Newspaper opinion as to the German Ger-man plans is divided. Some of the papers believe Petrograd will be attacked at-tacked but others regard this as improbable. |
