Show Five County Association of Governments DID YOU KNOW I. By executive order, the Governor of the State of Utah, established on May 27, 1970 multi-county districts for planning and development in the State of Utah. Within each district, all County and municipal units of Government were requested to cooperate and participate in establishing a multi-county association of governments. II. On August 3, 1973, articles of Association were signed creating the five County Association of Governments, District V. This Association was brought into existance by representatives of the Five Counties as follows: Beaver County: County Commissioner from City of Beaver, Mayor of the City of Beaver, School Board Member from Minersville. Garfield County: County Commissioner from Panguitch, Mayor of City of Panguitch, School Board member from Escalante. Iron County: County Commissioner from Cedar City, Mayor from Cedar City, School Board member from Cedar City. Kane County: County Commissioner from Kanab, Town President from Glendale, School Board member from Glen-dale. Glen-dale. Washington County: County Commissioner from St. George, Mayor of City of St. George, School Board member from Enterprise. En-terprise. How many of you were consulted about this or knew that it was happening? III. In the Articles of Incorporation of the Association, the above group delegated to the Association the power to contract. The following is quoted from the Articles Section I-G: "The Association shall have the authority to act in its own name, to sue and where appropriate under Utah Code Annotated, An-notated, Repl. Vol. 7A.7A, 63-30-1 Et. Seq., (1953), to be sued, to make and enter into and enforce by court action all manner and kinds of contracts, agreements, and obligations by or with any person or persons, corporation or corporations, or any government or government agency not inconsistant with law for the purposes stated in these articles including coordinating, administering and operating programs." This action sets up an agency to act for and in behalf of elected officials, and provides a way for elected officials to passively let some one else do their work for them. Such an agency naturally requires a staff and one always grows in assorted patterns, colors and sizes. IV. The founding fathers of this Association also provided for in Article IV - A. a policy body called the Steering Committee. Purportedly the voting members of this committee should be the commission chairman, the school board chairman and one town president or mayor from each county, a total of 15 votes. Minutes of the Steering Committee meetings will show where other than these representatives have been allowed to vote. Tenure on the committee is tenuous, especially for people with short political careers. Continuity of purpose will be lacking. Consequently more and more responsibility for association activities will be assumed by an appointed and well paid staff. This is exactly what has happened in the District Five, Five County Association in less than two years. V. Within the Five Counties the population is distributed about as follows: Washington County, -13 percent. Iron County, 32 percent. Kane, Garfield and Beaver Counties together, 25 percent, equaling 100 percent Since the Steering Committee has 15 voting members, 3 from each county, 25 percent of the population has 60 percent of the vote. Conceivably, the vote of a town president irom Glen Canyon City in Kane County could decide the fate of a vital question related to an alunite project near Milford in Beaver County. Unlike a similar organization, the United Nations, there is no veto power in the Steering Committee of the Association. VI. Possibly, the founding fathers of this association either did not know or did not care about what they were creating. This collective approach has proven to be undesireable and a failure throughout history. It appears there is a strong guiding force dedicated toward association control of all government functions in the area, including schools, law enforcement activities, man power problems, public health including operation of hospitals, etc. and etc. This absorption of local government entities is not 'Creeping Socialism', it is legislated, directed, expedited and hand garnished.. gar-nished..
