Board to try again The Chairman of the Cedar City Electric Utility Board said he will again ask the Cedar City Council if they are interested in joining the ICPA (Intermountain Consumer Power Association), a request he said has "apparently died" due to the council's inactivity. The entire board met Wednesday with Jim Driscoll, corporate communications com-munications director for California-Pacific California-Pacific Utilities, as he discussed the various methods of survey research. Driscoll advised the board not to go ahead with a planned one-question survey to be distributed with city water bills. The public relations man, with experience ex-perience in survey research, said the water bill method had many flaws, including the assumptions that everyone receiving a bill is taxpayer, a registered voter and not taking into account the "large student population." Driscoll suggested a random sample, using a registered voter list to draw from, and with face-to-face interviewing. in-terviewing. When quizzed about the time frame the board is looking ahead to for survey results, Tong said he expect to see the survey completed in 45 days. In discussing the various means of gauging people's opinions, Driscoll emphasized that statistical tests would be needed to analyze and evaluate data collected. According to Chariman Tong, the board has also decided a feasibility study is necessary "before any intelligent in-telligent decision can be reached by the board or the city council." Tong also advises Cedar Citizens that members of the board are available to explain the board's position to any meeting of civic or other organizations. |
