In addition there is within the sale area an unestimated volume of merchantable older dead (unsound (un-sound sapwood) sawtimber of all species which will be paid for at $100 per M bd. tt The minimum acceptable bid per M bd. ft for live and recently recent-ly dead (sound sapwood)' timber is: For Ponderosa pine logs $4.2o which Includes a base rate of $3.00 for stumpage and $1-25 for slash disposal; tor Douglas fir logs $3.25 which includes a base irate of $2.00 for stumpage and $1.25 for slash disposal; lor Englemann En-glemann spruce logs $4.25 which includes a base rate of $3.00 for stumpage and $1.25 for slash disposal. For White fir-Limber pine logs $25 which includes $1.00 for stumpage and $1.25 for l slash disposal. The term "stumpage" "stump-age" includes deposit for sale area betterment The prices bid for stumpage for live and recently dead (sound sapwood) Ponderosa pine, Douglas Doug-las fir and Engelmann spruce timber shall be considered as tentative rates subject to quarterly quar-terly calendar adjustment upward up-ward or downward by 0.5 of the difference between the average of the Western Pine Association lumber price indices, as calculated calculat-ed by the Forest Service at the end of each calendar quarter, and the following base indices. Ponderosa pine 82.26 Douglas fir 64.12 Engelmann spruce 74.79 The adjusted rates, determined determin-ed as described above by application appli-cation of tentative rates, base indices, in-dices, and quarterly average indices, in-dices, shall be reduced by the amount of the following; road amorization rate deficits to arrive ar-rive at adjusted rates for the quarterly period. Ponderosa pine 0.08 per M board feet Douglas fir 0.08 per M board feet Engelmann spruce 0.08 per M board feet In no event, however, shall the payment rates for each quarter be less than the base rates as stated above. When the adjusted rates by species are lower than the base rates, the difference between the, total dollar value of timber cut at adjusted rates, and at base rates will be recorded for each species. The stumpage rate for a species will not be Increased above the base rate until the subsequent adjusted rates above the base will develop an accumulated accum-ulated total dollar value for the species in excess of the recorded accumulated difference. The stumpage rates for live and recently re-cently dead (sound sapwood) White fir-Limber pine; and for older dead (unsound sapwood) timber will not be subject to quarterly adjustment A certified check, cashier's check, bank draft, or money order, or-der, payable to the Forest Service, Ser-vice, USDA, In the amount of $700.00 must accompany each bid to be applied on the purchase price, refunded or retained In whole or In part as actual" or liquidated damages according to the provisions of the bid.
