The council decided to go with a group permit with other cities throughout the United States that belong to the Solid Waste of North America (SWONA) organization. "Applying for a group permit would be less expensive but must be submitted by March 15, 1991," City Engineer Jack Balling said. "Cities applying for a single permit must file by Nov. 1, 1991 and if the group application is not accepted by the EPA, cities will have 12 additional addi-tional months to qualify.
