A watershed area refers to a tract of land that contributes to the streams from which the city takes its culinary water. The Leon Brown Estate plans to develop approximately 60 residential residen-tial homes on the remaining 160 acres OK'd by the Council for development. de-velopment. The Council and Leon Brown Estate had remained deadlocked over the issue until Wednesday. The Council wanted an agreement agree-ment in writing from Leon Brown Estate that the 640 acres would not be developed. - On the other hand, Leon Brown Estate requested that the Council guarantee the annexation of the 800 acres before it agreed to to convey the 640 acres to the city. In spite of the Council's vote to annex the property, some council members were not comfortable with the move. Councilwoman Renee Coon said, "I still have some real problems with annexing that land. "We were to see an agreement for the donation of that land before we annex it I still don't see that we have any kind of agreement" City Manager Tom Hardy responded saying, "Our recommendation recom-mendation several weeks ago, and also tonight, is that you approve the ordinance but do not authorize the mayor to sign it until the deed is conveyed.
