Show Local judge attends judicial conference , CEDAR CITY Ninth Circuit Judge Christian Ronnow recently reported o on a statewide judicial conference Sept. 23, 24 and 25 in Ogden, which h he attended. Judges attending the conference were from courts at all levels in the state judiciary: Supreme Court, district courts, circuit courts and justice of the peace courts. Two major problems were addressed by the judges: the elimination of delay in handling cases, both criminal and civil, and the problems of law enforcement, arising from a substantial lack of t jail facilities throughout the state preventing judges from incarcerating in-carcerating more than a small percentage of violators who reasonably should be incarcerated. Judge Ronnow was pleased that the delay in his court is minimal compared to other courts. A recent case-handling audit of his court showed only six cases deemed to have been delayed out of some four hundred non-traffic non-traffic cases studied in the audit. Lack of jail facilities is a critical problem throughout the state. Warden Ken Shulsen of the State penetentiary reported that the penetentiary which was orignally desinged for some 750 inmates now 1 has 1033 with 300 others in . a half-way house and "farmed-out" to other states. In the Ninth Circuit, Fifth District of Washington, Iron, Beaver and Millard Counties only Washington County has adequate jail facilites, having just completed a large jail which complies with federal standards. Only two other counties in the state are deemed to have adequate space. The inability of judges to place offenders in jail understandably dilutes some of the effect of punishment. |
