I TORONTO, Unt., Dec. 27; It is stated on reliable authority that Mr. Kowell will at the next silting of parliament at Ottawa, Ot-tawa, on or about February 1, introduce a bill on horse racing. By that time the report of the commissioner. Dr. Rutherford, Ruther-ford, who has just finished investigating racing ail over Canada, wiil be thoroughly digested. The idea is to have a referendum in eacn province as to whether that province wants racing wiih betting or not.
