The appointment of Herbert C, Hoover as director of relief, ha ins chai-go of the entire food and relief re-lief administration for tho Kuropean allies al-lies and the Luited States, is under consideration. con-sideration. - It is understood tho offer of the position posi-tion has been made in behalf of tho allies al-lies and Is rather favorably regarded by Mr. Hoover, although no announcement lias been made. The general idea of tho plan is to centralize cen-tralize tiie organization under one head so that both the food and tonnage made available by the various allies would bo used under one plan to tho best advantage advan-tage of each of the allied nations. Tho director general would be the supreme executive head and would work in conjunction con-junction with the existing interallied maritime, food and financial commissions which have headquarters in London. The present American representatives on these commissions are fessrs. Stevens, Rnblee, Crosby and Sheldon. Part of the plan la that relief ships forming an extensive interallied relief fleet shall fly an interallied flag so that , the " countries receiving relief will feel that it comes from all alike, rather than from any one country.
