Show ! WAR POSSIBLE. Trouble between Chile and Peru began be-gan brewing some time ago and the' culminating cul-minating point is fast approaching. Both countries have withdrawn their diplomatic diplo-matic representatives and consuls and t here has been some rioting. Bolivia is interested in tho dispute over the two provinces of Tacna and Arica, which are described as the Alsace-Lorraine of South America. Chile holds the territory terri-tory by virtue of a war of conipiest, while Peru insists that the people should have the right of self-determiua-tion. Chile will not listen to any such popositiou and, unless wise counsels prevail, pre-vail, another1 war is in prospect. Chile was in the wrong when she seized the territory, but it happened more than a generation ago and of course it would be difficult for tho Chileans to reconcile recon-cile themselves to its loss after retaining retain-ing possession for so many years. As both South and Central America have been moving along in a quiet and orderly order-ly fashion for a number of years, high hopes were raised that, there might never be another war between tho Patin-American rppublics. But, as some of the old sores are still festering, trouble may be expected in tho future unless they all join the league of nations na-tions and their differences aro ironed out for them by other powers who are bent upon keeping the world at peace. Chile believes herself1 able to defeat Bolivia Bo-livia and Peru and has asked Argentina Argen-tina to keep out if the trouble starts. Tho position of tho latter country is not definitely known. It may mix in if there is a chance to gain something at small risk. Brazil and the other republics re-publics do not seem to be inclined to start any moro wars. |
