Show UNABLE TO ACT. The government of Greece has replied to the invitation of the United States to make common cause against Germany on account of unrestricted and unlawful submarine warfare. The Greek reply expresses sympathy for any movement in the direction of peace, but asserts that the country is not in a position to contemplate concerted action for the proection of its shipping. The statement ! is also made that Greece favors the free- dom of the seas, which is meant as a j slap at the entente allies on account of their blockade of the Greek ports. It j was hardly worth while to send an in- vitation to Greece to -join the other; neutral nations. lor it is well known I that the sympathies of the Hellenic ' government are all with the central : powers, and the Greek armv would be fighting for the kaiser at 'the present; time if King Constautine had had his ! way about the matter.
