Purpose of Call. The war department is determined to develop these without breaking up tho existing units any more than is necessary, and it is understood the decision de-cision to issue a call to the colors grew out of this desire, rather than from any further need of troops in tho Mexican emergency. Officials believe the call also will furnish a fair working test of tho reserve system.
