While it was being made known at the White house that the Republican leaders had been invited to a conference, confer-ence, Representative Mann, who. was at the state department asking for protection protec-tion of American planters who have been driven out of Mexico, made a statement state-ment on the president's proposal. 4 ' The president may give orders to the Democrats in congress," he said, ''but he certainly cannot call me to the White house to give orders.
