Show Strikes or Lockouts Are Prohibited Approval of Joint Arbitration Plan by New York Unions Settles Labor Difficulties. NEW YORK, April 22. The joint arbitration arbi-tration plan between the Building Trades Employers' association and the unions of the building trades of the city of Nc,w York was adopted at a convention held hero today by twenty-eight of the unions, by the representatives of the four remaining re-maining unions as Individuals, and by thlrtv-ono of the organizations of the Building Trades Employers' association. The four unions that nave yet to adopt the arbitration plan are the Stonecutters, Cement-Makers, Bricklayers and Tllclay-ers. Tllclay-ers. Lockout Is Withdrawn. The1 employers promise to employ only members of the trndo unions, and It Is agreed that when the conditions established estab-lished by the arbitration plan arc not maintained In a shop or on a Job by employers em-ployers or employees, not parties to the plan, the plan shall not apply In the particular par-ticular shon or on the particular Job for tho time being. Business agents of tho unions are permitted to enter all shops, buildings and structures. No Lawyer to Advise. The plan provides that arbitrators from the unions shall not be business agents, and that no lawyer Is to act as arbitrator, counsel or adviser. With the general adoption of this plan the prolonged lockout against the Carpenters' Car-penters' and oilier unions will cease. |
