No doubt the- United Slates will do whatever may be practicable In the case of Mr. Perdlcarls, who has been kidnaped by a wild Morocco tribe, is being be-ing held for a stiff ransom, and who claims to be a naturalized American Ameri-can citizen. But we do not believe that it should put' Itself about particularly in his behalf. His naturalization as an American was evidently merely formal. He made Tanglers his residence, having no desire or intention to become a resident resi-dent in the United States, or to come within the actual jurisdiction of this country. His case is liko that of a great many others; the desire Is to use the United States for their own purposes and protection, pro-tection, with no design at all to render any equivalent to this country, either in person or estate. They stay away, and keep their property elsewhere. And we do not believe that the rule of defense and protection which is right and proper as applied to Americans born or to those who genuinely make this country their home, should be allowed al-lowed in the case of such aliens, who are Just as much aliens after naturalization naturali-zation as they were before, and who utterly fail to "bear true allegiance," or any real allegiance whatever, to the United States. |
