Councilman Gordon Slack also said the city water department will no longer install water meters, but will leave the chore to private plumbers. Slack said the city will continue to inspect and read the meters, however. The city water main "tapper" willbeavialable for rent, he indicated. The change in water meter policy was made to keep from expanding the water department crew. The sewer rates were increased to $3 per househod, up 50 cents, and a 20 percent increase on all commercial hook-ups. "We are just trying to stay with expenses, not add anything," Slack said. He indicated power costs of pumping effulent was ' a major factor in the hike. Salaries upped All city employees will receive a 10 percent avenge increase in salaries according to the approved budge. In making his announcement, Embley said he has enjoyed im- mensly his association with Cedar City, but that he considered the opening with the Church "a good opportunity." He acknowledged the move would not be well-timed as far as his family goes, but one that would be advantageous. "I consider my association with Cedar City a great event in my life," Embley said, "and I hope myself and family have been valuable in aiding Cedar City." Begin search He said he was making the announcement an-nouncement now so the council could begin searching for a replacement. City Court Judge Cristian Ronnow also made his "swan song," as he termed it, bowing out ofhis city position to the newly established circuit court. He thanked the council for their allocations to the city court since its inception and stumped for the new circuit system. "T Following the unanimous adoption of the 1978-79 Cedar City Corporation budget by the council, an emotional bombshell was dropped when City Manager Mike Embley announced his resignation. Embley, in a letter read by the mayor, stated his resignation was effective Aug. 1, 1978. He said he has accepted employment with the LDS Church Real Estate Department. The council indicated the $1,917,116 budget would probably bring with it 1 three mill increase. Based on present city valuation, the mill levy would have to be raised from 13 to 16 when the levy is set in August. Feasibility study Two and one half mills will go directly to pay for the Electric Power Feasibility Study, which showed favorable response following a public opinon survey conducted in the city last year. Major changes in expenditures from the 1977-78 budget include $75,000 increase in the Police Department. City Manager Embley indicated two new men would be added to the department to increase the squad's coverage, particularly at night time. The men will be added with 90 days, he said. A second major expense change is $100,920 to maintain and complete costs of Hie City-School District Cooperative Swimming Pool. The city manager also noted a $4,000 expenditure to go to the Cedar City Chamber of Commerce, an increase in-crease of $3,000. Embley said the council "is expecting the chamber and its leadership to lead out in industrial in-dustrial park development."
