Show Senator Leavitt to hold line in budget session regular session in January 1977. ... "It gives me a great deal of concern to see all the non-budgetary non-budgetary matters put before us and asking us to be able to handle them," Leavitt said. "We'll be in session for budgetary matters and I think that's what we ought to do. in my own mind I'm going to be very, very resistant to any matter coming before us other than budgetary." He concluded that "However I recognize there are going to be some things that need to be taken care of and unless the Governor will consider a special session we're going to have to handle them." "The time restraints, of a 20 'day session makes it very difficult dif-ficult to get through the process of evaluating and appropriating a $800 million dollar budget." Utah Senator Dixie Leavitt stated. Leavitt, who serves as the Senate minority leaders pointed out that the budget session does not lend itself to taking on very many issues other than budget simply because of the process that is required. That of evaluating programs, evaluating needs, consideration of new programs and then legislating money available accordingly. "Because of this I have not attached my name to any bill that would be placed in the hopper to be considered-other than those dealing with budget items." The Senator does believe that some issues, by necessity will come before the legislature for consideration. One of those issues will- be that of medical malpractice. Here the Senator points out that the issue here is a complicated com-plicated one, one that will be difficult to resolve since there are indications that as many as five separate bills dealing with the issue are being introduced. Senator Leavitt sees the session, which opens on January 12 and runs for 20 calendar days, as one in which the budget issues alone will be tough to contend with. He even forsees the needs for a special legislative session later in the year to resolve some of the other problems that must and should be resolved before the |
