Last Friday the Maeser Water and Sewer Improvement District authorized the sale of tax anticipation notes to pay their portion of what they owe. The main reason for the indeptedness and the unfinished work schedules on the sewer project is , that most of the schedules have exceeded the original costs. . An additional $6 to $7 million is needed to finish the total project. Schedules which are not complete are two in Maeser, two in the AVWSID and one in Vernal City. According to Lee Rosenhan, AVWSID, AV-WSID, who is on the Valley Sewer Board, the district feels that "their project" is the lines in Naples and Davis areas which were bonded for the project. "If we don't put lines to the people we bonded we're open for a suit," Rosenhan said. The concern of the board, said Greg Hawkins, Vernal City, is how can the district withhold funds as a threat not to finish the project. Rosenhan contends that the Sewer Board has been "irresponsible in letting let-ting more bids than the entities have bonded." "The board has never, until last year, had their budget ready by Oct, 16, (as required in their bylaws,)" Rosenhan said. Even if the entities came up with money to pay for the parts of the sewer which they have bid, they will also have to come up with matching funds for $1.8 million for EPA to finish the sewer lagoons. |
