Show Paul Howard Gained Award One of the Department of Interior's highest awards-the Meritorious Service Award-has Award-has been presented to Paul L. Howard, state director for the Bureau of Land Mangement in Utah. He was presented the award by Curt Berklund, national BLM director, during a recent state director's meeting in Denver, Colorado. The citation accompanying the award praised Mr. Howard for his 31 years of government service and particularly for his performance of duties in Utah where since October 25, 1973, he has had the responsibility ' of directly guiding the management man-agement of more than 24 million acres of national resource lands administered by BLM. In the citation Secretary of the Interior Thomas S. Kleppe said, "Mr. Howard has performed an exceptional service ser-vice in the organization with scarce manpower and funds, meeting challenges and developing devel-oping solutions. He has developed an effective organization organi-zation to accomplish modern day management." A native of Salt Lake City and a 1941 graduate from Utah State University with a bachelor's degree in range management, Mr. Howard began his federal career in the summer of 1940 by doing U.S. Forest Service range surveys on the Fish Lake National Forest in Utah. During World War II he was in the U.S. Navy in the South Pacific in photographic interpretation inter-pretation and intelligence work. He is married to the former Sybil Cook of Vernal and they have three sons. |
