Show Causes of Juvenile Crime Studied by Welfare Workers Lack of organization work in early stages of the child welfare program now is being felt in resultant juvenile crime. Hazel Hendricks Hen-dricks of Washington, D. C regional consultant of the U. S. children's chil-dren's bureau, said at a capitol conference Tuesday. The visitor met with child welfare workers from counties in Utah.
