Nov. 9 (AP) One of Japan's most powerful armies deployed today along the soviet frontier of Japanese dominated Manchukuo, while Japanese and neutral observers shared the almost al-most unanimous belief that relations re-lations between Russia anil Japan were ncaring fracture.
