Stf-phens of the Third district court, in a Utter to the county commission yestrrday. .1 udce Stephens suggests that such persons be taken care of at the county hospital or elsewhere, but not at t he county jail. He points out that in case a person is absolved of the suspicion of insanity a stigma attaches to him if ho has been in jail while awa it int t hat action.
