Show CHINESE STUDENT IS MINISTER TO MEXICO Special Cable to The Tribune. PKKIN. Sept. 25. Ir. V. K. Wellington Welling-ton Koo, a young Chinese who has had a remarkable" career since he left Columbia Colum-bia university less than five years ago, has been appointed minister to Mexico the Chinese there having petitioned the Pekin government to send a capable and vigorous representative. Koo has been one of the right hand men of the government in its trying diplomatic negotiations ne-gotiations of the post few vears. His abilitv won for him immediate recognition recog-nition on his retora from America, and within three years of his arrival here he became councilor of the Wai-Chiao-Pu. the foreign office. On his way to Mexico to take up the post as minister he will pass through the United States. He leaves Pekin accompanying the annual summer contingent con-tingent of Chinese students who have qualified to enter American colleges for the coming term. |
