Several New Orleans trading companies comnlalncd to tho stato department today that because of tho apparently Indefinite policy of tills government in Nicaraguan affairs, steamship steam-ship companies were adding 2 per cent to all charters as a war risk. The trading companies complained that tho extra charge Interfered seriously with their commerce with eastern Nicaragua. Tho state department has replied that It can do nothing and reiterates Its previous pre-vious assurances that the United States will protect American ships and American cargoes against depredations In Nicarau-guan Nicarau-guan waters.
