Show Outgoing Mayor Named As BARD Manager By GARY R. BLODGETT FARMINGTON Bountiful's outgoing mayor, Elmer W. Barlow, has been appointed manager of the Bay Area Refuse Disposal (BARD) operation. MAYOR BARLOW was approved for the new position by a 5-1-1 split of the BARD board of directors last Tuesday. Councilman Max Hall of West Bountiful voted against the appointment and Farmington Farm-ington retiring Mayor E. True Johnson abstained. ab-stained. Barlow will begin his new duties in January Janu-ary after being succeeded as mayor by Dean S. Stahle. Barlow will also no longer be a member of the BARD board, a position he has held for several years and has been BARD board chairman for the past few months. ACTION FOR the appointment came after af-ter considerable discussion and following a motion by West Bountiful Councilman Max Hall to have the action deferred until after the first of the year when several new mayors will take office and subsequently become BARD board members. The motion for deferral failed by a 3-2 vote. BARLOW WILL receive a salary of $850 a month, including expenses. Board members preliminary discussed a job description for the new position but delayed action on the matter until the next board meeting in January. THUS, BOARD members instructed Barlow to operate the first month under the present board policies and procedures until a new job description can be approved later in the month. No on-the-job time schedule was approved, but Barlow said he would "not like to be tied down to the job." "I'LL DO WHATEVER has to be done to the best of my ability," he told the board, "but I don't feel that I should have to spend everyday at the site." Most board members mem-bers agreed. There was some dissention among the board because of newly elected officials that will take office and become board members the first of January. "I THINK this matter (appointment) should be delayed until after the newly elected mayors take office," stressed Councilman Hall, who was board chairman until a few months ago. "New board members should have their input as to who they want to work with. Also, we should seek more applications for the job and not just accept the only request that we have for the job." NORTH SALT Lake Mayor Robert Palmquist disagreed. "The mayor ( Barlow) has done a fine job in directing BARD activities recently and is well acquainted and qualified for the position," posi-tion," he said. "Then if new board members mem-bers are not satisfied with his performance, they can fire him." A SUGGESTION was made that the appointment be delayed until March I, but Barlow said he would not accept this. "I have other things that I want to do and if you want me make the appointment for early January," he said. BARD members also discussed the past operation of BARD, saying that it has "been flaky at best," but agreed that much improvement has been made and gave Barlow Bar-low credit for many of the recent accomplishments. |
