BLODGETT BOUNTIFUL Bountiful city officials have adopted a long-term interlocal agree- ment resolution for a proposed solid-waste program in the county. THE COUNCIL approved the resolution by unanimous vote. Meanwhile, Layton City Council rejected the same proposal at least for the time being on the advice of City Attorney Bruce Barton who said there are "some unanswered un-answered questions and unclear un-clear language" pertaining to the agreement which was drawn up by the Wasatch Front Regional Concil. THE PROPOSED interlocal agreement is needed to have an understanding of management and operation of a $40 million resource recovery project (plant) to be located on an undesignated un-designated site, probably in north Davis County. The agreement sets up an administrative control board of one representative from each of the county's 15 municipalities munici-palities and from the unincorporated unincor-porated area. IN BOUNTIFUL, Mayor Elmer W. Barlow was appointed to serve in this capacity on an interim (temporary) (tem-porary) basis until a fulltime representative is named after the first of the year. Bountiful Council was advised that they have until "final agreement" is signed before the city is officially locked into the contract.
