ACCORDING to Center Energy Coordinator Gordon Christensen, the center was forced to reissue bids for the generator after one' of the vendors ven-dors involved complained that the bidding process was conducted con-ducted improperly. Representatives at the regional re-gional Job Corp center in Salt Lake City have accepted a second series of bids and are in the process of evaluating the results, he said. Mr. Christensen Christen-sen said the vendor who orgin-ally orgin-ally complained about the first bid opening didn't even submit a cost estimate to the WBJC for the second bid opening. WORKERS IN the regional Job Corp office developed the specifications for the wind generator and will be responsible responsi-ble for making a final determination determi-nation as to what vendor is awarded the bid. Mounds of paperwork, involving in-volving energy contracts between be-tween Utah Power and Light and the Job Corp. are also slowing efforts to get the generator on line. BY LAW, UP&L must purchase pur-chase any "extra" energy produced pro-duced by the generator which is targeted for construction construc-tion near the mouth of Weber Canyon. As a part of the agreement. agree-ment. UP&L wants the Job Corp Center to buy some of their equipment to more or less insure the safety of the operation. According to Mr. Christensen, Christen-sen, the center has already installed in-stalled several power lines and transformers. In the long run, he said, use of UP&L equipment equip-ment will make the power project pro-ject more economical. CONSTRUCTION of the windmill-like structure will remain re-main "in limbo," he said, until a contract is awarded on the project. Regional Job Corp workers are expected to award the final bid before the end of March. Power from the generator will be used to light the center's cen-ter's street lamps and some buildings, and according to WBJC officals, may cut the center's electricity costs by up to one-third. WBJC OFFICIALS had hoped to begin construction on the windmill earlier this year, but are temporarily stalled until un-til a decision is handed down from the regional headquarters in Salt Lake. The generator, when installed, instal-led, will be the first energy-producing energy-producing windmill in Davis County. Power purchased by UP&L will be used on a statewide state-wide distribution basis. |
