His job would be to recommend policy in the mineral field, and to see that such policy Is Implemented by the various government agencies concerned with metals and minerals. Creation of one office, responsible only to the White House to coordinate these decisions and to initiate mineral policy, would go a long way toward- - alleviating the situation. The mining industry must be allowed effective participation in the development of plans for price controls, allocations, and other emergency regulations affecting metals and minerals. Technical Assistance. Private industry is spending millions in the search for new mineral deposits, but the efforts of the government i.i basic geological and geophysical research have not kept pace with current needs. Basic metallurgical research on extraction of materials e from ores and on finding new uses for more abundant materials must be accelerated. Industry does outstanding work in applied research; the government should sponsor or conduct far more basic research in metals and minerals. Federal Taxes. Since tax laws are subject to annual amendment, often on the basis of hurried consideration, they do not provide an adequate and dependable incentive for investment of American venture capital in exploration and development of metal and mineral deposits in the U. S. or in foreign countries. State Taxes. Annual state taxes based on the value of an orebody in place inhibit many mine operators from further extending geophysical and geological exploration and development. Where state taxes are essential, a severance on the mineral actually tax mined in a specific period would be less restrictive. Risk Capital. Restrictions on the sale of securities are intended to protect gullible investors from fraud, but present regulations tend to inhibit the flow of venture capital into new mining properties. Revisions of the state and federal regulations should be made. Public Lands. The government has extended its control of public lands by a series of withdrawals, patent procedures, and other restrictive measures affecting the public domain. Loose and confusing record systems encourage fraud and hinder mining development. The government should administer public lands so that development of mineral industries is fostered. Conservation. Research on methods of recovering minerals as e deor from posits and advances in metallurgy and ceramics must be encouraged.
