Show in preparation for Nov0 3 election Parowan elections set Voters in Parowan this year will choose a new mayor and two four-year, at-large councilmen. Mayor Jim Robinson has announced he will not seek reelection. Thus, the spot is being sought by Democrat John C. (Cy) Pendleton and Republican Roy Benson, Jr. Wesley E. Blake is also waging a write-in campaign. Running for the City Council are Democrats Frank M. Adams and Will Hillis and Republicans Robert Dalley and Ralph K. Robinson. The Questions asked these candidates done a great job the last four years. I have been in office, and I feel the plans and ordinances that have been adopted and are about to be approved will be a great tool in the future for the development of Parowan for years to come. In the future, enforcement of the ordinances is what we need. However I feel that there will be some changes in the future. Other issues I think in the future Parowan is going to see growth in business, and possibly point of discouraging usage, which in turn has an adverse effect on the block of power that Parowan has contracted for. 2. Limited tax structure mostly in the form of limited sales tax revenues returned to communities where commercial businesses are limited. 3. I feel very strongly that every effort should be made to control government spending and make it as effective and efficient as possible. Wesley E. Blake are as follows: How do you feel about the proposal to build a new law enforcement en-forcement building in Cedar City and what would you do differently, if anything? How do you feel about zoning and planning in Parowan and what direction do you think the City should take in the future? and What other issues do you see affecting Parowan in the next four years? Polling places for Parowan are the County Courthouse for District 1, the public library for District 2 and the elementary school for District 3. in small industry area, which is needed to provide jobs and a tax base to help Parowan grow economically. In the next year or two I hope to see the irrigation water in pipes (which is being looked at at this time). This would be an asset to Parowan from the standpoint of water conservation and would help cut down the use on the culinary water system. I feel in the future that the roads in Parowan are going to have some attention at-tention as to improvement or even rebuild some of them. I feel this will be a big issue because it is hard to find money to take care of road systems when we don't have a good tax base. ' Will Hillis V . !. r ! Law enforcement building A law enforcement building in Iron County has been long overdue, it has been needed for many years. With inflation running as high as it is, the dollars we use today to build a building will be paid with cheaper dollars tomorrow, now it's time to bring up to code our facilities for incarceration before we have to pay lawsuits, because of our inadequate facilities we now have. The way I see it it's either pay now or pay later. The wisest use of our taxpayer's tax-payer's money is to spend for prevention more than trying to put out fires that could have been prevented with a little bit of foresight. If it was up to me the building would have been built before now. I support Lyle Jones rpg' Master plan To my knowledge, Enterprise has never had a written detailed master plan. The elected officials have usually had some idea of the course they felt the community should follow. In many cases this approach has worked reasonably well, but in others it has failed miserably. A case in point is that the City Council did not know how to handle the problems associated with subdivisions when they began to be established in our area. Cities as well as individuals should have written goals and objectives to follow. These goals and objectives are nothing more than a master plan. The poorest type of planning is no planning. Therefore, I am in favor of a master plan for Enterprise. However, the problem is in anticipating the needs of the future and at the same time not be too restrictive to the public at the present time. We must realize, as elected officials that every piece of legislation or action is restrictive to someone or some group. Sewer Law enforcement building From the facts as reported in the papers I am not in favor of building the complex and would vote against the bond issue. However I realize that is what should be proposed, not the elaborate facility costing $4 million. Since living in Iron County and Parowan I have always thought that all county business should be located in the county seat. Planning and zoning The present planning commission and City Council have done an excellent job in establishing a new planning and zoning ordinance that can be followed in the future, if not made unusable by a bunch of variances to the original concept, which I would stand by until it was proven that it would cause undo hardship on an individual and there were no alternate solution. Other Issues the proposal wholeheartedly. Let s do it now. Zoning and planning Zoning and planning is an essential to any community whether large or small small. Wise men plan for the future, by evaluating the present as well as the past. The past guides us to the present, the present lets us analyze what might be expected of us in the future. For us to plan is for us to better our surroundings by building a community one and all can be proud of, citizens as well as visitors or prospective community com-munity residence. Parowan needs to encourage wholesome business and manufacturing manufac-turing companies to offer a good tax base; as well as a stabilized economy. We 'heed' to' encourage business opportunities op-portunities that offers employment to the citizens of our community, by developing an industrial park complex John (Cy) Pendleton Law enforcement building I am not as well informed on this proposal as I would like to be. Until I can 1 learn more details, more intentions in-tentions behind the proposal, I don't think I'm in favor of it. I know the jail facilities are in rather poor shape. If that is all that is involved in this proposal, I would be inclined to be in favor. Planning and zoning While much has been done in zoning and the development of a master plan the past few years, I feel we still have a far piece to go. Many mistakes have been made over the past decade that are posing problems today. Until we can keep from making these same mistakes and be able to show some positive results from good planning to the residents of Parowan I'm afraid we still have some rough times ahead, i Parowan is at a point in tiirie when we' i' must decide what kind of a community we want to be. We need to be able to afford the costs that are involved in meeting the demands of growth, to establish an organized and orderly growth that is compatible with our lifestyle and heritage. We would like to develop a respect f or each other's rights and yet allow as much freedom in the use and maintenance main-tenance of individual property. We need citizen participation in the growth and development of our community as much as possible. A broadened tax base is a must if we are to keep abreast of the demand and changes that will surely come. A base working relationship with county and state to work in harmony with our surrounding communities. Other issues I would just briefly outline some of the issues that I feel need some attention: at-tention: 1. costs of city government and city maintenance, 2. utilities and streets, 3. irrigation water through the city, 4. a more suitable location for city materials and equipment. I plan to be a full-time mayor if elected, to be available to handle city business and follow up on actions taken by the council, to administrate the affairs of this city full time. I will solicit and need imput from the citizens of Parowan to better respond to the needs of our town. Future issues affecting Parowan are the following: 1. Money to operate the city is the most important issue, and to eliminate the raising of taxes to reach that amount necessary to operate the tourism industry must be promoted to raise sales tax revenue to the state average. 2. Utility bills must be stabilized so that people on fixed incomes can plan and budget their expenses. Also capital improvement in the utility system must be accomplished in an orderly fashion so large outlays of monies don't have to be put out for emergency repair. It's no secret that the City of Enterprise En-terprise needs an approved sewer system. However, the decision was made prior to my mayoral appointment that to engage in construction of a sewer system at the present time was beyond our financial solvency, and I concur in that decision. We are in the process of up-grading our water system and had to raise the water rates in our community to re-pay the borrowed money on the project. The county-wide solid waste disposal service has recently raised the rates for this service. Inflation and growth has necessitated us raising our municipal electric rates. However, our electric rates are still among the lowest in the state and the municipal electric system is still returning much needed revenue to the city. These rates increases for the services mentioned coupled with high interest rates and the inflationary economy we are in necessitates us putting of financing a sewer system at this time. Water and power boards Enterprise has just in the recent past met the population requirements to be classified as a third class city. In a third class city, five elected people serve on the city council and a sixth person is elected as mayor. I feel that in a city of our size, these six elected people can adequately handle the problems that may arise without having an appointed water board and-or and-or power board. The easiest thing in the world to do is to spend someone elses money. We should constantly be rpminried that this is what nuhlir and utilizing our resource that we have available to us here. The greatest asset we have in Parowan is our citizens, especially our senior citizens, to offer us wise counsel and guidance, by working with the younger citizens as well as the youth, to develop our community by adding to what has already been started. Other issues 1. One of the issues facing us today is Brian Head. Are we going to plan for the growth of Brian Head or we going to let Brian Head plan our growth. We need to keep abreast of what Brian Head is doing and especially the effects it will have on our community. 2. Another issue is our utilities services. ser-vices. We need a good tax base to offset the cost of running our city so that the utilities services will not have to carry the burden of our expenses, and we can lower these cost and other expenses that occur in the everyday running of our city offices, and bring the city employees wages in line with other communities equal to our size. Parowan needs a mayor that works along the lines of a city manager, with an assistant manager, where the department heads can look to someone who can make a decision outside having the whole city council convene on the simple everyday decisions needed to run the city. 3. Another issue is the lack of knowledgeable personnel to utilize the outside resources available to our community, or maybe what we need is to find these people in our community and use their expertise. Make this a community that works together not just for the few but for all the people of all ages. Robert Dalley Law enforcement building I feel its a necessary item, if the county and city jointly use the building and share the expense. Zoning and planning I feel the new zoning and planning ordinance is a very good base with which to build on. I like the idea of controlled growth within Parowan. I have seen what uncontrolled growth does to an area everyone doing what they feel like doing. It makes a real mess of things. I also feel that within the law, everyone should be treated equally there shouldn't be any favortism just because a person is well known or has a lot of money and power. I am not speaking on anything I've seen in Parowan, but I have seen this happen in other cities in Utah. I don't want this to happen here. Other issues I feel one thing Parowan needs is an industrial base; ie light industry to move in and help us grow. Not only would it provide needed jobs, but it would also help in taking the burden of taxes off the homeowner. If elected I will work very hard towards this end. Another problem we in Parowan face is the sales tax revenue. Most people in Parowan shop in other cities, therefore, the sales tax, for the most part, stays within those other areas and not here. The people of Parowan and other smal towns need to support local businesses but only to the extent that local mer chants are competitive with th surrounding areas. Roy Benson, Jr. Law enforcement building I feel that there are other areas in the county that need more attention than houses of incarceration. However I know that they are very necessary in our society today therefore I feel that the county has reached a point where they should construct a new law enforcement en-forcement building with economy and efficiency in mind and not feel that every building that is built with tax revenue has to be a show place. Zoning and planning I feel that zoning and planning in Parowan has been delt with very effectively ef-fectively during the past administration. ad-ministration. Zoning should be and is a tool of orderly growth but should not inhibit growth. All avenues should be used to encourage en-courage growth inside the current city limit grid system to more effectively use the utilities that are currently in use. I feel that with enforcement of the ordinances on zoning and planning that have recently been reviewed and updated, up-dated, Parowan can continue to grow in a very orderly way. Other issues Other issues affecting Parowan and most other communities in Utah are: 1. Power rates that are reaching a Frank M. Adams Law enforcement building If we are going to build a jail, let's build a jail and not a law enforcement building because I don't feel that a law enforcement building in Cedar City is going to benefit all Iron County residents. Zoning and planning Planning and zoning in Parowan has elected servants are doing. Therefore, there must be some restaints placed on spending. An appointed board such as a power board are only concerned with the operation of the power system which is only one area that the city council must deal with. Mill levy The fact that Enterprise City has the highest mill levy in the county does not in itself bother me if the funds collected from this tax levy are needed and spent wisely. However, I think there are some justifiable reasons why Enterprise En-terprise may have a high mill levy. First, Enterprise is quite isolated as a community from the rest of the communities com-munities in the county, and as such we do not enjoy the financial benefits that come from being close to the county seat. An example of this might be the , Water Conservency District whose chief concern seems to be the Warner i Valley Project which would not benefit the City of Enterprise but very little. I Second, we do not use our federal , revenue sharing money as part of the - general fund as some communities do. i Third, our tax base is almost all residential.
