Show Enoch to select mayor, councilmen strategically locate a fire protection unit close by Enoch, to give residents better protection. 3. Attract more light industries to our city. 4. Encourage small businesses to locate within the boundaries, thus giving Enoch residents less dependency upon Cedar City's shopping areas. Planning of these events should begin as soon as possible, placing upon each, priorities, so that we may maintain a smooth transition into the growth we will experience. Enoch voters this year will not only be casting tallies for a mayor and two four-year council seats, but for a new, two-year seat brought about because Enoch's population is now large enough to qualify it for as a full-fledge City and for a complete city council. All races will be non-partisan. Running for mayor will be incumbent Worth G. Grimshaw, Charles M. Baker, Edward R. Daughton and D. J. Wallace. Seeking the four-year council seats are Dennis W. Ayers, Brent J. Foy and Jane Twitchell. The two-year seat is being sought by Clark L. Draper and Ronald D. Farnsworth. The questions asked these candidates are as follows: How do you feel about the current controversy concerning who should provide power to the area? How do you feel about the proposal to build a new law enforcement building in Cedar City and what would you do differently, if anything? and How do you feel about zoning and planning in Enoch and what direction do you think the City should take in the future? Polling places for Enoch are the Brent Jones residence for the Mid-valley Mid-valley District and the Ivor Jones residence for the Enoch District. Dennis W. Ayers No response Brent J. I feel that Enoch has no choice but to go with Utah Power and Light at this time because financially we would not be able to support a municipal power system. Law enforcement building I feel that the people of the Cedar City area need a new law enforcement building. The old one is out of date and needs a lot of improvements. Planning and zoning I feel that Enoch should have more commercial and light industrial growth in the areas set aside by the planning and zoning commission. To have more commercial com-mercial and industrial businesses would help with the tax base in Enoch. To have any improvements we need these businesses. D. J. Wallace 1 .13 Jane Twitchell No response Clark L. Draper Power In my opinion we have just moved from the worst possible source of power supply t to the second worst supplier. Rulings of the Public Service Commission Com-mission appear to disregard the will of the public and to favor a giant 'monopoly. Recent actions may make it very difficult to establish municipal power systems, which I favor. Law enforcement building The news releases of current City and County government have not convinced me of the necessity for a new Hall of Justice building in Cedar City. My current attitude is to vote no on bonding requirements for new construction. Zoning and planning Any new development should require planning and in the case of a municipality zoning becomes necessary if the area is to fulfill its full potential for growth. I believe that Enoch will continue to serve only as a "bedroom" community with all major business activity concentrated con-centrated in Cedar City. Parowan will receive minor trade benefits. As now constituted, Enoch is made up of four disparate subdivisions. Thus planning and development of central community features will be flooded with problems. I will not support fast action to attain the municipal features that most cities of comparable population enjoy. Power A survey was taken recently of the Enoch area in reference to a municipal versus private owned power company. The outcome of the survey reflects the divided feelings and the problems that face the final outcome. Not only in Enoch but the general areas will be serviced. One hundred residents favor municipal owned power, while 114 residents favor private ownership, such at Utah Power & Light. I see advantages to each approach, but lean toward the municipal concept. It is common knowledge that municipal power is cheaper. This fact in and of itself is motivation enough to approve of municipal power. There are, however, many governing factors that would have to be considered before the green light is given, mainly economics and available power. We need figures, a firm price on the system and on available power. After this is all laid out, planners could make a firm figure and then detrming the best avenue to travel. Law enforcement building I see the decision to build a new law enforcement building as a very positive decision, and agree with the proposal. Present facilities that house the police offices are presently in the Middle School. Present plans by the Iron County School board for the Middle School, is remodeling the structure, presently in the process, and put to use classrooms for the swelling numbers of middle school students. Because of this, law enforcement offices will be looking to find another landlord. Local police experts have long echoed each other as to the inadequacies of the present facilities. Now, because of the lease cut-off by the school board to present police offices, our law enforcement en-forcement staff, will be looking for another home. Cedar City and surrounding communities are growing, let us approve the facility. I believe the law officials should foe provided with the best we can offer. Afterall, they are protecting our communities. Zoning and planning An abundance of information has been made available to the Southern Utah areas through the MX impact studies. Enoch, according to their studies and surveys, will gain in population, over a 20 year period, a 50 percent increase. Accordingly, Enoch's population growth would top-out top-out at 3,000 residents in the year 2000. . In reference to this information, I believe several things should be accomplished ac-complished as certain projections are reached, they are as follows: 1. A buffer zone established around Enoch to avoid annexation by Cedar City. This is to assure Enoch residents that we will remain autonomous. 2. To Ronald Farnsworth Power I feel that it is best that power be provided by Utah Power & Light to our area. The administration and considerable con-siderable maintenance costs can best be born by a large company with many customers versus a small rural association where large and burdensome bur-densome costs must be borne by a few. Law enforcement building It is necessary in my opinion to build a new law enforcement building in our area. It is long overdue. I feel that proper and careful studies have been made, and I would change nothing. Zoning and planning I have been involved in the zoning and planning somewhat for Enoch. I commend the work that the planning and zoning committee has done and wish more of our citizens would get involved in this important area. The direction that Enoch takes in the future will be determined largely by the citizens and their willingness to get involved with the planning and zoning commission and city council in setting goals for the city and then working together to achieve them. |
