When the City and County cooperate to build a joint facility, we cut costs and save tax dollars. In a tight economy, there are things we can't afford. But we also have things we cannot afford to be without. I consider the new Hall of Justice a must. Other issues WATER We must plan now for the year 2000, Kolob, alternate dam sites and Navajo Sandstone cannot be put on the back burner again. REDEVELOPMENT We have lost our position as the regional shopping center. New stores plus a revitalized downtown will help us regain that position. SPENDING - Whoever is elected will have a difficult time stretching our ever-shrinking tax dollars. We cannot afford to be penny wise and pound foolish as Cedar City has been with our streets and sewer. We must budget preventive maintenance funds today to save astronomical replacement costs in the future. CITY BUILDING - We must be out of the present city office by October 1982. Whether we build, rent, or have Coleman make us a circus tent, we must do something now. Renting office space would cost around $70,000 per year, and that does not include space for the courts nor the police. Cedar City voters this year will choose a new mayor and vote on four candidates to fill two at-large City Council positions. Mayor Jack Sawyers has chosen not to seek reelection. Running for the spot are Democrat Harold Shirley and Republican Robert Linford. Running for the two Council positions are Democrat incumbent Barbara Sltarr, Democrat McRay Cloward, Republican Conrad V. Hatch and Ftepublican Tom Cardon. The questions asked these candidates are as follows: How do your feel about industrial development in Cedar City and what would you do to either promote or discourage such? How do you feel about the current controversy concerning who should provide power to the area? How do you feel about the proposal to build a new law enforcement en-forcement building in Cedar City and what would you do differently if anything? and What other issues do you see affecting Cedar City in the next four years? Polling places for Cedar City voters are as follows: Election districts 1 and 2, East Elementary School; districts 3 and 4, Valley View Medical Center, basement; districts 5 and 16, Cedar High School; districts 6 and 7, the Medicine Shoppe; district 8, Southern Utah State College auditorium lobby; districts 9 and 12, Cedar City offices; districts 10 and 11, Cedar City Middle School; districts 13 and 14, North Elementary School; districts 15 and 17, SUSC physical education building lobby. of people who have been dedicated lighters for municipal power these are some pluses. The Public Service Commission has ruled that the purchase pur-chase of California Pacific by Utah Power and Light Company was legal, but the current owner must furnish power and must provide or scan a reasonable wheeling contract with the city. After the current hearings, and before the contract is finally negotiated, then and only then should the city decide whether or not it would be feasible to own its own distribution system. Law enforcement building I have studied this issue and also attended the council meeting when the chairman of the County Commission made the latest proposal. It seems to me that we have no other choice but to build a new facility. The best building possible without frills, should be built. Costs are major factors, but adequacy should not be sacrificed. The $2,000,000 deduction from the original plan was, however, a good decision. Other issues Streets and sidewalks, curb and gutters: There is evidence in many locations that this is a major shame. I can not find where long range planning lor repair, improvements, and replacement has been initiated. This is not a criticism of individuals, but with limited personnel and financial sources, sour-ces, there seems to be a steadying deteriorating of roads and sidewalks. Some roads are beyond seal coating. The time is past when mere patching will do the job. There should be a carefully engineered long range plan for the entire city. We need new jobs in order for Cedar City to grow or even maintain what we now enjoy. New industry with the jobs they bring, is so important, we find ourselves our-selves in a catch-up position. We need to put strong effort in this development, not just talk or promise, but a strong, united effort. Power This issue is one of waiting until the figures are in. It is now an economic issue. I hear people say they want cheaper power bills. But if buying a power source and paying to have this power delivered to Cedar City and buying the distribution system along with interest rates make it cheaper than what we now pay for power, fine let's go with our own system. But if not, well, that's a decision we will have to make. It's not a political issue anymore. It's an economical issue. We can't look back any more and say "If we would have." It's what we can now afford to do. Law enforcement building Apparently we need a new jail. It's really sad when you spend so much for so few, but we have lawbreakers and they need to be delt with so I suggest we use good judgement and good planning on this facility. Other issues No response Industrial development Industrial development is very critical to Cedar City. This has got to be "high priority." As a local businessman I understand the concerns of the merchants and other businessmen. As one who meets daily with the citizens of Cedar City in my occupation I understand their concerns. We need to do something about our decreasing ecomony. I will support any good endeavor to encourage the type of industry we need to come here to locate. I personally will be available at any time to travel to or meet with anyone to get the results we want. Power In view of recent happenings the power controversary is no longer a "political issue" but is an "economic concern." There are many ifs to be taken into consideration. Law enforcement building I feel this is a "must" situation. Our present jail facility is very inadequate and certainly not up to federal standards. stan-dards. I support the proposed "Hall of Justice" concept to be shared by the county and city. I feel this is the most economical way to go. The longer we wait the more it will cost us. With the participation from state funds to compensate for the required circuit court facilities it will not put too much of a financial burden on Cedar City funds. I support the upcoming Iron County bond election to finance the building of the facility. Other issues We are in need of facilities to house our City administration. Our time is nearly up at the Junior High School. This is a problem that needs to be taken care of almost immediately. I realize that water is the most im-. im-. portant concern in Cedar City. I feel good about our present system. It is adequate for the present, but proper development of water needs to be of continuing concern. Looking ahead 10 to 20 years in the future for our water needs is very important. The condition of our streets is of concern. Proper planning and budgeting must be made to upgrade and take care of our present streets, as well as keeping on top of problems that may develop in the future. Proper communication between citizens and the city is very important. I will have an open door policy to the Mayor's office. I will have at least one day each week that will be spent in the mayor's office to meet the citizens concerns as well as the other time necessary to do the job. Proper communication with the news media is of concern. Proper news releases will be given immediately after each City Council meeting, as well as any other times necessary so the citizens will know what is going on in our City government. McRay Cloward few . I X- h Industrial development Top priority. We need to increase the tax base, but most important more jobs need to be available, especially for young married couples. There are many young people who would really like to stay in Cedar City if jobs could be found. I am presently serving on the City Industrial Park Committee and we have already spent many hours preparing specific recommendations for the City Council. Right now there are approximately 178 acres available near the airport-City airport-City owned property that has been allocated for an industrial park. After careful study, and after visiting various parks in the Ogden and Salt Lake area, I am in favor of selling to a reputable and successful private developer and there are some good ones, block of land for new industry. Power I have taken a stand in favor of municipal power and have expressed my reasons at public hearings. I believe that I was representing a majority of the citizens in my views. Historically, I sincerely believe some people in authority showed bad judgement and made some wrong decisions that has cost the power consumer plenty, however, that is a past issue and we need to look at the present situation. Thanks to a number Harold Shirley Industrial development It is not enough to build industrial parks, we have to fill them. Now is the time to say to state administration "We have been negatively impacted by the uncertainties surrounding MX. We are the only part of the state not enjoying adequate healthy growth. We've had to divert too much of our planning attention at-tention toward MX and away from more compatible development. We need to offer some incentives to industries in the form of industrial power rates and possible tax incentives. in-centives. Power In accordance with direction from citizens of Cedar City through the power election in February 1980, we have been working for municipal power. We've made good progress and met with some important successes. Through the PSC orders of June and August 1981 we have been guaranteed that we can purchase our system. We're guaranteed a power source and guaranteed fair wheeling rates. We are in the process of resuming negotiations with UP&L, aided by a PSC appointed arbitrator. Any unresolved issues will come back before the commission Dec. 17. According to our attorney we now have 80 percent of what we originally went for. My experience and background on power is valuable to us. I want to continue working to get us the best possible alternatives on a municipal power system. At that point the decision will be made based not upon how much some individuals do or do not want municipal power. The decision will be based strictly upon what is economically best for Cedar City. Law enforcement building We are all concerned that we spend the least possible to provide an adequate law enforcement building. I am very pleased with the approach of combining local input with the professional documents being provided by DeLand & Associates. Inc. In reading the Iron County Jail Masterplan, Report 1, a person is struck with some rather frightening concerns raised about operational and staffing procedures. The jail is of course a County function. But I see the City, through it's involvement in the facility, as being part of the momentum that needs to be generated to insure that the required changes in local law enforcement recommended in the master plan do indeed take place. All procedures throughout the entire facility need to be brought up to the standards necessary to avoid liability, while providing for efficient economical operations. Other issues There are many crucial issues facing Cedar City during the next four years. All candidates want taxes kept as low as possible; better roads; downtown redevelopment to progress; the city building question resolved economically and plans and funds arranged to deal with possible sewer plant problems. These challenges are best delt with by a leadership style that vigorously asks all the hard questions, looks at many alternative solutions from various sources, processes the data and then makes the decisions. I believe we need to change the council schedule away from early morning meetings to three offical meetings per month. (i I '.7 W Industrial development I heartily support industrial development in Cedar City. It is one of my top priorities. I feel it is urgent that we create an industrial park to provide a suitable place for new industries to locate in Cedar City. In addition to the excellent work of the two committees recently appointed to promote an industrial park, two other things should be done immediately: im-mediately: 1) obtain the services of a full-time qualified person to promote the development of an industrial park, 2) actively and vigorously seek a private developer to enter into an agreement with Cedar City Corp. to develop an industrial park in the area now set aside for such by the city. Power Recent action by the Utah Public Service Commission has put a huge stumbling block in the way of obtaining municipal power. In my mind we must now press for and obtain factual answers an-swers to such questions as: a) What will it cost the city to obtain the distribution system within the city? b) What are the sources of power available to the City on a long-time dependable basis? c) What will be the cost for such power? d) What will be the expenses to the City as it operates the system. e) How will the loss in the revenue from the franchise tax and property taxes now paid by the private utility be made up. f) With the above costs and considerations con-siderations can Cedar City provide the necessary power at a rate favorable to the customer. If the answers to the above questions are favorable then we should seek to establish a municipal system and present a proposal for bonding (probably a revenue bond) to the citizens of Cedar City. Law enforcement building I support the proposal recently made by the Iron County Commission for a new building for law enforcement. The cooperation between the City and County agencies (programs) will result in considerable savings not only in the construction of the facilities but in the costs of operating the programs in the future. I also support the method of financing proposed by the County, Other issues One of the immediate concerns needing attention is finding suitable office space for housing the Cedar City Corporation functions. The present facilities are very inadequate and will not even be available to the City because the school district is in dire need of the space. We must obtain adequate building space as soon as possible in order to provide needed services. I believe it will be beneficial to the City to promote downtown development and the City should continue to support those projects and developments which will enhance the downtown area and increase the business activity. Industrial development If we expect good, clean industries to locate here, we must actively recruit-send recruit-send industrial missionaries, if you will out to sing the praise of Cedar. If we do not appropriate money for this, more progressive cities will lure the industries away. Both the Industrial Development Council and the Industrial In-dustrial Park Committee have worked hard to bring new industries here. Power If we could harness all the energy that has gone into this controversy for the past 30 years, we could light Cedar City another 20 years. Municipal power has a better track record costwise. The city is negotiating with Utah Power & Light for a wholesale power contract, the rate of wheeling and the cost of the distribution system. Only when we get firm contracts on all three phases can we eliminate the "ifs." The Cedar City Council and Power Board can then calculate what power rates would have to be to pay off the system. With wild guesstimates eliminated from both sides, we can realistically (not emotionally) evaluate. Law enforcement building By any standards, the Iron County Bastille must be replaced.
