ENElMiY REGULATORY COMMISSION COM-MISSION Utah Power and Liht Company Project No. 47I1IMKXI NOTICE OF APPLICATION for preliminary i niit (July 31, 1 '.mi) Take notice Hud the Utah Power and Liuht Company (Applicant) filed on June 3, l'.MIl, an application for preliminary permit (Pursuant to Hie Federal Power Act, 16 U.S.C. 791 (a) - 825 (r) for Project No. 47H8 known as the Woodruff Narrows Project located on the Bear River in Uintah County, Utah. The application ap-plication is on file with the Commission and is available for public in-speclion. in-speclion. Project Description -The proposed project would consist of: (II the existing Woodruff Narrows Dam, a 65 foot high earthen structure with a crest length of CHinfiml' C llw I'vktirm U-VJ.U ... V . , - f, Woodruff Narrows reservoir with a surface area of 2,200 acres at a mean surface elevation of 6452.5 feet (I'SGS datum); (3) a new trash rack; (4) new intake structure; (5) a new penstock; lead to 16) a new powerhouse containing con-taining new generators having a rated, caacity of 2.500 kW; (7) a new substation; 18) a new 12 kV transmission line, 6.75 miles long; and (9i appurtenant ap-purtenant works. The Woodruff Narrows Dam and Reservoir are owned by the Utah Board of Water Resources. The Applicant estimates the annua! energy generated by the proposed project w:ould be 4.9O0.OJKI kWh. Proposed Scope of Studies under Permit - A preliminary permit.' if iinic.l A,ul n,.l ,ilVlf,ri construction Applicant seeks issuance of a preliminary permit for a period of three years during which time Applicant Ap-plicant would investigate project design alternatives, alter-natives, financial feasibility, environmental en-vironmental effects of project construction and operation, and project power potential. Depending upon the outcome of the studies, the Applicant would decide whether to proceed with an application ap-plication for an FERC license. Applicant estimates the cost of studies under the permit would be $15,000. Competing Applications Ap-plications - This application ap-plication was filed as a competing application to Project No. 4018 filed on January 11, 1981, by the Wyoming Power Corporation Cor-poration under 18 C.F.R. S4.33 (1980). Public notice of the filing of the initial application has already been given and the due date for filing competing applications or notices of intent has passed. Therefore, no further competing applications or notices of intent to file competing applications will be accepted for filing. Agency Comments -Federal, State, and local agencies are invited to submit comments on the described application. (A f tUn ,nl;nnf;nn may be obtained by agencies only directly from the Applicant.) If an agency does not file comments within the time set below, it will be presumed to have no comments. Comments, Protests, or Petitions to Intervene - Anyone may submit comments, a protest, or a petition to intervene in accordance with the requirements of the Rules of Practice and Procedure, 18 C.F.R. 1.8 or 1.10 (1980).
