Show CHINA SHIFTS BLAME FOR RACIAL TROUBLE PBKIN, Sunday, Aug. 17. (By the Associated As-sociated Press.) The official report of the Chinese government regarding the clash between Japanese and Chinese soldiers sol-diers on July 19 at Chang-Chun, Manchuria, Man-churia, it is said in government circles, indicates that the Japanese provoked the trouble. The Chinese claim that the fact that the Japanese soldiers foroed an entry into the Chinese military encampment shows that they were the aggressors. The Chinese report says eighteen Japanese Japa-nese were killed and seventeen wounded and twelve Chinese were killed and fourteen four-teen wounded.
