There is more than a possibility that the peace conference will adjourn to the end of August. The conference is speeding up tho Austrian reply, and it is expected tho Austrian treaty may be signed at the end of next week. There is a strong chance that, tho Bulgarian treaty may be signed before the disposition of Thrace is decided upon, as in any event it will not bo awarded to Bulgaria. Tho council of five is optimistic about the new coalition of the Hungarian cabinet' and believo the peace conference confer-ence may be ablo to recognize tho Hungarian government soon. The Hungarian Hun-garian treaty practically is completely drafted nnd can be presented .within a very short time after it is decided to recognize tho Budapest government. Thus the Turkish treaty and the East Thrace and Hume questions ara the only problems left for the peace conference. con-ference. Nothing can be done regarding regard-ing Turkev until the Vnited States decides about accepting mandates, which cannot well be before October, as the treaty must be ratified and thc Vnil od States must adhere to the league of nations before thcro can be action on the mandates. If tho Vnited States refuses the mandates, man-dates, both Hnlv and fireccc expect to win (heir demands in I''iumo and Thrace, respect ively. as the American commission commis-sion alone obiecis. Both ttalv and Greece are willing to leave Kiuine and the Thracian questions open pending the senate decision on the mandates. Under the present plans, if the Austrian, Hungarian and Bulgarian Bul-garian treaties can be disposed of by I earlv September, the peaco conference would adiourn to reconvene in Novem- ber or December, after the United States decided thc trea'.y. league of na'ion'j and mandate questions. If America refuses to accept mandates, man-dates, other powers believe she has no ri-ht to representation at the reconvened recon-vened peace conference for eutting up Turkey and for deciding the future of Thrace and the Adriatic, whlrn would "ivo Great Britain nnd France two pawns for bargaining with other nations. |
