Scheid, head of the department of public safety, is yet unprppared to announce a choke for chief of police, he admits that ho is getting the "job" shaped up for a regular chief. His latest idea is to Institute a school for policemen, in a limited way, ulons" the line of the training; given New York policemen under the Woods regime. Mr. Scheid said yesterday that his aim is to make a change for the purpose of fretiine; a man of superior fitness for the work to be undertaken under the new policy. Other appointments aro. being delayed by the failure of the public safety commissioner com-missioner to determine upon a choice as to a chief, say those of the anxiety chorus. Mr. Scheid Intimated yesterday yester-day that he will propose three appointments appoint-ments at once, chief of police, chief of the fire department and health commissioner. Should he not deter mi ne upon a chief soon, however, he will probably propose the men of his choosing for fire chief and health commissioner, Chief Bywater for the first jwk! Dr. Samuel G. Paul for the second, it is understood. W. T. Ay land, former member of the fire department, de-partment, has made application to replace re-place Chief Bywater. Commissioner Herman H.
