In his speech Senator Chamberlain Cham-berlain referred to a chart of conditions on January 1, recording many deficiencies deficien-cies which the later reports show no longer exist. .Secretary Baker said no statement would be issued in answer to Senator Chamberlain's charges, remarking: "The war department Is in the unfortunate position po-sition of being unable to speak about certain things. ' He did comment, however, how-ever, on several features of the speech. In connection with a letter rearLby Senator Chamberlain telling of the of a soldier under harrowing circunT,; stances at one of the camps, he said several similar isolated cases had been called to his attention and that every precaution possible to prevent recurrence had been taken. 00 As to the assertion that the surgeo- general was not consulted in the st-tion st-tion of camp sites, Mr. Haker said every site had been selected by a board consisting con-sisting of one medical officer, one engineer engi-neer officer and one line officer, appointed by the departmental commanders. In only one case was the suitability of the site questioned on .sanitary grounds, he added. Surgeon General Gorgas was then requested to send a specially selected sanitarian to look into the question and the recommendation of that officer was t followed. General Gorgas approved the original design of cantonment barracks. Later-, after construction in many cases had been well advanced, the secretary Haiti, the American public health association brought to the attention of Dr. Gorgas recommendations that the space per man allowed be increased, and after conference, confer-ence, representatives of the association approved the suggestion that additional quarters be provided, reducing thn number num-ber of men per building so that construction construc-tion would be delayed as little as possible pos-sible and yet the space factor of fifty cubic feet per man recommended be attained. |
