Information reaching' the state department today indicated in-dicated that the refusal of General Semen-off, Semen-off, antlbolshevilt commander in the transbaikal region, to recognize the dictatorship dic-tatorship of Admiral Kolchak set up by the nil-Russian government at Omsk, has created as serious a situation as was at first feared.
