VThile keeping abreast of the times in the line of public improvements, the citv administration in Ogden during the vear has given particular attention to "the financial side of the question, with the result that the expenditures, so far as 1916 is concerned, have been kept within the limitations of the revenues. At this writing a question as to whether the 1916 revenues shall be devoted in part payment of 1915 warrants outstanding, out-standing, remains to be settled by the courts. Speaking from the standpoint of 1915 only, it was predicted by city officials in December of this year that the financial finan-cial record on January 1, 1917, would show a substantial balance to the credit of the present administration. The possibility pos-sibility of the city government standing stand-ing "square to the world'' at the opening open-ing of the new year is largely due to a 1916 policy of "pay as you go." Funds to meet current expenses have been bor f rowed from local banks on short-time notes, and additional amounts have been borrowed from the special improvement funds in favor of the general fund. As a result of this plan considerable money has been saved by eliminating the higher rates of interest on unijaid warrants. Warrants Redeemed. At the outset of the present city administration, ad-ministration, January 1, 1316, about $30,000 worth of outstanding warrants were taUen up with funds belonging to the previous administration. With tins amount expended there still remained about $113,000 worth of 1915 warrants in the hands of local banks and individuals. indi-viduals. It is the question of current revenues being used to take up a portion of these outstanding warrants in th'ur numerical order that remains to bo decided de-cided by the courts. Official figures covering the regular monthly expenditures in the various departments de-partments of the city government during dur-ing 1 fi 1 G will not bo available until after January 1, J917. Comparison Made. A comparative statement of these expenditures, ex-penditures, as furnished by Arthur 1'-Larson, 1'-Larson, for the past two vears and the first nine months of 1916, is as follows: Nine nios. 101-1. In the waterworks department the annual an-nual report of Engineer Tracy shows that approximately 13,000 feet of water-main water-main extensions wx-re completed ur,n? the vear.
