Dec. 30, 7:30 p. m The Spanish government has sent a note in replv to President Wilson with reference to peace as follows: , The Spanish government has received re-ceived from the ambassador of the United Slates the note sent by the . president of the United States to the belligerent nations and another communication com-munication in which it is said that the moment Is opportune for action by the government of his majesty in support of the attitude taken hy the government govern-ment of the United States. The Spanish government, in answer ' to the initiative of the president of the United States, knowing the various vari-ous impressions produced, believes that the action in which Spain is invited to participate will be inefficacious, i especially as the central power em-i em-i ptres have expressed their intention that the peace ' conditions shall be accorded ac-corded exclusively among the belligerents. bellig-erents.
